Program Specialist V Brief Job Description: Performs advanced consultative work requiring specialized knowledge in the planning, development, and implementation of the Syphilis Elimination Program. Work involves providing leadership in the implementation of Syphilis Elimination Efforts throughout the state of Texas. Work involves providing consultative and technical services to agency program staff, other governmental agencies, community based organizations (CBO) and the general public. Work involves ensuring that CBOs and local health departments that contract with the DSHS to provide Syphilis Elimination activities deliver those services in accordance with State and Federal mandates and contract provisions, and consistent with the needs of the population to be served. Work involves establishing program goals and objectives; developing program guidelines, reports, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing and evaluating budget requests; and coordinating program activities. Works under the general direction from the Field Operations Manager with extensive latitude for use of initiative and independent judgment. Collaborate and act as liaison with other branches within the Department of State Health Services and with local, state, and federal agencies.
