HIV-PCRS Program Technical Advisor

This position will work closely with the HIV Partner Counseling and Referral Services (PCRS) Program Coordinator at the MD AIDS Administration to monitor statewide HIV PCRS activities in an effort to help improve overall performance. The position is ideal for an experienced Disease Intervention Specialist (DIS) with the ability to train and/or increase the capacity of other DIS and HIV-PCRS health professionals throughout the state.
DESCRIPTION: The main purpose of this position is to contribute to the investigation, prevention, detection, control and eradication of HIV in Maryland. This position will focus on improving the quality and reach of the HIV PCRS Program at the AIDS Administration and the HIV PCRS activities conducted across Maryland with particular attention given to the City of Baltimore and other local health departments. As an experienced Disease Intervention Specialist, the employee will provide PCRS professionals throughout Maryland with technical assistance and training to develop and update their knowledge, skills and abilities. The employee will strengthen the capacity of the HIV PCRS Program at the AIDS Administration: to educate the health care community and general public about HIV PCRS; to establish, monitor and evaluate programmatic and performance standards; to gather , analyze and report on State-wide data; to coordinate activities and resources with other relevant stakeholders in an effort to ensure the most effective use of limited resources; and to promote maximum communication and collaboration between the AIDS Administration and public and private providers and the community .
MINIMUM OUALIFICATIONS:
EDUCATION: Possession of a Bachelor's degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.
EXPERIENCE: Five (5) years of professional experience in health services, two (2) of which must have been professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.
NOTES:
1. Applications may substitute a Master's degree from an accredited college or university in a health or human service field for one year of the required general experience.
2. A Bachelor's degree from an accredited college or university in another field (not listed above) plus an additional year of professional experience in health services may be substituted for the specific degree.
SELECTIVE OUALIFICATIONS: The successful candidate must have one year of HIV training and disease intervention experience.
SPECIAL QUALIFICATION: Travel within the state required.
