The Health Program Manager III

This person serves as overall manager of the statewide HIV/STD Program and is a subject matter and policy expert in these areas.

The incumbent will do following:

  • Guides Program strategies, directions, and activities
  • Supervises lead personnel in all Program components (HIV Surveillance, HIV Prevention, HIV Care, STD Prevention, and Infertility Prevention)
  • Coordinates/integrates staff efforts across these components and with other Section of Epidemiology programs
  • Manages an annual budget in excess of $3 million
  • Oversees program planning, outcome monitoring, and evaluation
  • Oversees applications for funding
  • Oversees implementation activities including disease intervention, needs assessment, and grants to other entities for behavioral interventions
  • Analyzes and presents epidemiologic, programmatic, and related data to professional and consumer audiences
  • Oversees HIV/STD Program publications
  • Prepares/oversees policy assessments and recommendations
  • Serves as Health Department Co-Chair of the Alaska HIV Prevention Planning Group
  • Reports to the State Epidemiologist

This position is based in Anchorage and requires periodic travel to other areas of Alaska and U.S. This position offers interaction with professional colleagues within and outside of Alaska, specialized training opportunities, and flexible work hours.

The successful applicant must have the following strengths:

  • Comprehensive knowledge of Alaska statutes and regulations as they pertain to disease reporting and epidemiologic investigation.
  • Strong ability to communicate in English, both orally and in writing, with medical and non-medical professional personnel as well as service consumers
  • Management experience and organizational skills
  • Ability to strategically apply and leverage human and fiscal resources
  • Experience preparing funding/grant applications
  • Experience in the field of HIV/AIDS and/or STD's preferred, or graduate-level course work in epidemiology is preferred
  • Experience working with individuals from diverse cultures, and
  • Willingness and ability to travel for work activities
