The NYC Health Department’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS’s over 500 staff members work across eight programs: Administration, HIV Care and Treatment, HIV Epidemiology, HIV Prevention, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis.

Position Summary:
BHHS’s Policy and External Affairs Program seeks a Senior Policy Advisor to lead its health systems policy efforts and support its HIV, STI, and viral hepatitis policy advocacy more broadly. The Senior Policy Advisor will report to the Director of Policy and External Affairs.
Job Duties and Responsibilities:
For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Appointments to this position are subject to a minimum probationary period of one year.
Graduate degree in public health, health policy, public policy, business, law, or related fields – Expertise in health systems policy, including Medicaid, Medicare, 340B program, Ryan White HIV/AIDS Program, and other insurance-related policy – Knowledge of population health and infectious disease epidemiology – Knowledge of health equity and social and structural determinants of health – Knowledge of HIV, STI, and/or viral hepatitis testing, treatment, and prevention interventions and technologies – Experience researching, analyzing, and responding to HIV-, STI-, and/or viral hepatitis-related legislation, regulations, and policies, with special attention to health equity and social and structural determinants of health – Experience researching, analyzing, and responding to local, state, and federal budgets and appropriations materials – Experience working and communicating with a diverse array of stakeholders – including elected and other government officials, public health professionals, providers, and community members – on complex policy issues – Experience developing informational materials on complex policy issues for diverse audiences – Experience developing and delivering presentations on complex policy issues for diverse audiences – Exceptional scientific, public health, policy, and legal research skills – Exceptional writing and editing skills – Outstanding interpersonal skills – Highly organized and detail-oriented – Able to work independently, and with maturity, poise, and exceptional judgement – Able to multitask in a fast-paced, high-volume environment – Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and Teams
