Charlie Rabins, MPH is a consultant for NCSD where he provides technical assistance and training. Charlie has worked on STD, HIV and Viral Hepatitis prevention for 49 years at the local, state, regional and federal levels. He was a founding member of NCSD and has received numerous awards including the Jack N. Spencer Award from CDC in 2010 for a career of exceptional contributions to excellence in STD prevention. Talia Parker is responsible for managing and coordinating technical assistance and capacity-building programs that support member health departments in effectively implementing STD prevention programs. Prior to joining NCSD, she worked with the Georgetown University Women’s and Gender Studies Program, the National Family Planning and Reproductive Health Association, and One Tent Health.
